He actually got it right the first time.

His name is Tim Kaine, and he’s the former chair of the Democratic National Committee.

Coincidentally, most people have more brains in their little finger than Biden has in his whole body.
There actually is a Tom Kean (pronounced CANE) who was a very popular GOP governor of New Jersey back in the 1980s.
But that doesn’t excuse Biden’s repeated error with Tim Kaine’s name. Kaine is someone the Vice President knows, probably fairly well, because Kaine was appointed DNC chairman by Obama immediately following his election. It was meant to repay Kaine for his early endorsement of Obama and his hard work in delivering a formerly red state for Obama.
Moreover, Biden had just pronounced the name correctly just a few seconds earlier.
Another stump speech, another transient ischemic attack.
And they all just laugh and say, “That’s Joe being Joe”. Dan Quayle has been derided his entire life for putting an e on potato.
